Don Ross founded EarthBalance (originally Florida Environmental, Inc.), an ecosystem restoration and environmental consulting company based in Florida, and has served as Chairman-of-the Board there since 2009. For more than 30 years, EarthBalance, dedicated to maintaining and growing the Earth’s natural capital for the benefit of people, has worked throughout the southeastern United States and the Caribbean deploying teams of environmental scientists and trained technicians who are experts in designing, constructing, restoring, and managing upland and wetland habitats.
Ross is a professional wetland scientist with a master’s degree in Ecology from the University of Tennessee Knoxville and has been a leader in environmental issues and ecosystem services in the state of Florida for three decades, serving on the Charlotte County Board of Commissioners, the Florida Environmental Regulation Commission, as Chairman of the Florida Environmental Regulation Commission, and as President of the Florida Association of Mitigation Bankers in 2012-2013.

Randy Vogel is Manager of Operations for Land and Water Resources, Inc., a mitigation banking firm based in suburban Chicago. Land and Water Resources has mitigation banks in the Midwest, West and Southeast. Vogel has over 35 years of professional experience in natural resource planning, impact analysis and permitting, and habitat restoration.
His educational training was as a plant taxonomist and ecologist and he brings a broad range of experience and expertise to NMBA. Previously Vogel served as Vice President and Director of Consulting Services for Applied Ecological Services where he was actively involved in natural resource inventories, natural community restorations, and mitigation banking. Previously, Vogel worked in the not-for profit sector on issues related to urban forestry, invasive plants, (including development of protocols for quarantine and testing of new ornamental plant introductions), and accidental exotic insect introductions. He also has a regulatory background having served in a State regulatory capacity where he supervised review of surface mining permits and development of environmentally and ecologically sound reclamation methodologies.

Donna Collier is founder and manager of Valencia Wetlands Trust. Collier purchased the degraded Louisiana Pacific sawmill property in Priest River, Idaho, in 2001, with the intention of developing a residential golf course community but after learning about the wetland banking program from the U.S. Army Corps of Engineers, she decided to develop a wetland bank instead. Valencia, that 291-acre property has been restored to a high quality, for-profit wetland bank with a score of 11.8 out of a possible 12 environmental functional units, and is the first and largest wetland bank in Idaho. Valencia now provides public recreational fishing and educational tours for schools and other groups.
Prior to Valencia, Collier had a wide range of development and management experiences that include permitting sizable residential development projects, supervising and training over 40 hospital and surgical center office managers, liaising with Medicare, leading a corporate-wide project to revolutionize physician billing, and de-bugging a medical office accounting system which was subsequently marketed nationwide. Donna has also managed a multi-national marketing group and administered large U.S. Government and International contracts.
Westervelt Ecological Services
Mr. Hemmen serves as Vice President with oversight of the Business and Market Development for Westervelt Ecological Services (WES). Mr. Hemmen coordinates with private and public clients on project specific mitigation and manages sales of existing bank credits. Mr. Hemmen identifies potential site acquisitions, analyzes market information to ensure the finished mitigation banks are a viable product.
Mr. Hemmen has a background in environmental consulting and regulatory permitting and compliance for a national home builder. As a consultant, he has managed small- and large-scale projects, including state and federal permitting of projects by local water agencies, port redevelopment and dredging programs, and development of master planned communities. Mr. Hemmen has a B.A. degree in Biology with an emphasis in Ethics from the University ofNorthern Iowa, and a M.S. degree in Environmental Law and Policy with an emphasis in Alternative Dispute Resolution from Vermont Law School.

Wayne White spent thirty-one years with the US Fish and Wildlife Service (FWS). As the Chief of Endangered Species Program and a Field Supervisor in Region 1 of FWS, White developed ESA policy in the early years of implementing the Act. While managing the FWS’s largest field office in Sacramento CA, he became very involved with developing policy for conservation and mitigation banks for FWS.
White was on the Board of Directors for the Center for Natural Lands Management for 12 years and is currently a board member with the Habitat Stewardship Foundation. After retiring from FWS White ran his own consulting business, W-Squared Consulting, and worked with mitigation/conservation banking companies helping them to investigate new markets for conservation banks as well as working with the International Business and Biodiversity Offset Program to help corporations to assess their impacts and designed offsets (mitigation) while developing a handbook for corporations or countries to use to develop policies for biodiversity offsets. In 2007 White joined Wildlands, Inc, as the Director of Business Development and works with companies across the U.S. in that capacity.
